Cub Cadet GT 1554 will not crank?

I have a cub cadet GT 1554 that got water in fuel (grandkids) I drained the tank and carb and put fresh gas in. It started one time and ran on one cylinder. Now it just backfires. The spark plugs are completely dry. It seems to not be getting fuel to the cylinders. The carb fuel bowl is filling up because when I lossen the solinoid on bottom of carb fuel flows out. Any assistance would be greately appreaciated.
