Can I enroll at a University that does not offer AFROTC and take it at a college where it is offered?

can i attend Virginia state university (located in Petersburg VA) and take AFROTC somewhere else? My reason for this is that VSU only have army ROTC program and i am interested in the air force and I'm currently enrolled and also play a sport there that's why i wouldn't consider transferring but going to a local college or university instead.... please feel free need to find out asap! thanks!
