He probably thinks that you were playing hard to get so he may be doing the same. He probably feels the same way you do... he doesn't want to seem desperate. You can try to initiate it.... be like .. 'Hey do you want to go grab a latte (or whatever you want.. dinner...etc.) with me? My treat ;)' or something like that.
